Click on the taskbar in the gray area to the right of the "^" button (next to the Input Panel button) and to the left of all the taskbar icons. Then pull up the Input Panel and type "run23".. this will pull up a run dialog, and you can type "\Storage Card\explorer" or whatever the executable is named.
To make it easier, Jason Patterson has written an application which will bring up this
dialog window. You can install the application and then install it off of the start
menu to bring up the dialog. You can find the application at http://www.conduits.com/pspc.
This feature may or may not be in wyvern and rapier.
